At least on data.gov.uk, packages derived from remotely edited metadata 
won't be editable on the central services. We didn't think about it any 
further than that.

Let's remember that we're talking about descriptions of datasets. Others 
are free to copy my spatial data and derive their own descriptions from 
it (that's kind of the whole point).
