[open-data-manual] Topic brainstorm

Let's have some discussion about the kinds of topics that would be
worthwhile in the manual.

I've created a page on project wiki[0], so that people can opt-in to taking
responsibility for different sections. However, to begin with though, we
need areas to be identified :)

Thoughts?
