[open-data-manual] Eliciting further contributions - any suggestions?

I'd like to second the point that at the moment I don't really know
what needs doing (re content), where I could contribute etc. This may
be on the wiki / tracker but a weekly post to the list with this info
would be useful.

I also think that having simple google docs or a wiki page for initial
drafting may be more optimal (someone expert can then convert to
sphinx later).
