Hi Ton,

Sorry for this late reply. Indeed we are getting in touch with the
developers community in Uruguay, but it seems is early days. Some people
related to open software movement are working on this and we are trying to
reach them.

Tanconectados.com.uy is an uruguayan blog that follows these issues
regularly. As for the rest, still mapping. Will keep you posted.
