Don't know if any of these catch what you're looking for:

 

Classifications of functions of government:

'categories of stuff governments spend money on doing'.

The service headings on Direct.gov.uk:
http://www.direct.gov.uk/en/index.htm .  As in 'ways members of the
public interact with government'.

EU common procurement vocabulary:
http://simap.europa.eu/codes-and-nomenclatures/codes-cpv/codes-cpv_en.ht
m .  As in 'items and services public services procure'.

products and services?

Need to have some criteria to decide if something should be listed in an
authoritive catalog of government products and services.
