[open-government] EP has a new dossier overview website, old links does not seem to redirect

Hello,

Dossiers are now presented on EP website like this: http://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?id=597734

Unfortunately it seems all old URLs (and pages?) are deleted, see "Procedure not found" message here: http://www.europarl.europa.eu/oeil/popups/ficheprocedure.do?id=5977342

That page (id=5977342) held the data which scraped generated this page: http://euwiki.org/COD/2011/0327 so that part of the tratten project will need a lot of rewriting.

What is worse though is that it looks like all old oeil-links all over the web will now return "Procedure not found".
