[open-government] Standard Parliament transcript format?

Hi,

In France, we made our own format from the information we needed for
our NosDeputes.fr website :
this is basically a json file with one line per intervention,
including textual comments with no authors we call didascalies

The format is the following :

"session": PERIOD OF THE DEBATE (2010-2011 for example),
