[open-government] [euopendata] Sneak preview of Open Data Handbook v1.0!

Dear Sören,

would you maybe together with Tom Heath and Christian Bizer or others with be up drafting a section on LOD to be added to v1.1 of the handbook?

Version 1.0 will be released today. We will aim to release upcoming version in shorter intervals.
