[annotator-dev] Annotation view / edit mode toggling dynamically

Hi there

I can't work out how to get annotator.js dynamically into a mode where I'd
only be able to view existing annotations, and not allow creating new ones,
and then at will allow annotating as well. What I'm after is enabling /
disabling an annotation mode. I was hoping the permissions plugin would
allow doing this, but it didn't seem to support this use case based on my
limited testing. Any pointers very welcome and apologies if this is
something that's covered by the existing documentation!
