  [test][s]: (fixes #46) fix bug caused by unreliable test ordering by ensuring AUTH_FUNCTION set to always_login at start of all auth / authz tests.

* Issue: if ckan test came before other authz tests it was setting AUTH_FUNCTION to ckan and this was affecting subsequent tests.
