  [#281] Fix for incorrect padding right on the resource list for a package

Essentially the fix is as follows:

- Make the "Explore Data" and "Raw Data" links a dropdown
- This allows us to easilt add more links to the dropdown for extensions
- Also allows for better multi-lingual support
