[ckan-committers] New private ckan-committers list

Hey all, as discussed at the summit I've created a new
ckan-committers at lists.okfn.org list and add you all (as admins) to it.

This is meant to be  a private list for CKAN committers (people who have
commit/admin access to the ckan organization on github) to discuss the
few things that we need to do in private (e.g. talk about inviting a new
committer).
