[ckan-committers] Private repo for security issues migrated to gitlab

Hi,

GitHub was starting to complain quite vocally about we not paying for
the bronze plan so I deleted the ckan-security private repo and moved
the issues to gitlab (the only option I found that allowed al the
users we need on a private repo):

At your convenience please create an account (you can sign in with
github) and I'll add you to the repo.
