[ckan-committers] Proposal

Never worked out if it was supposed to be unanimous or majority vote, but 
seeing as nobody else has -1 then I reckon that's passed then :)

I'll add him to the github when he's online (so I can warn him first) and then I guess
it's just adding him to this list.
