[ckan-committers] RFV: Konstantin Sivakov to become an official member of the CKAN technical team

Hi all,

Konstantin has been consistently joining the dev meetings for more than a
year, and he has helped with various PRs and tasks, more recently around
the Flask migration.

He is working for Viderum, and my understanding is that he has most of his
time allocated to work on CKAN core.

I'll start with my +1
