[ckan-committers] Adding Kevin as collaborator

Hi,

Just a quick note to say that I've added Kevin Brochet-Nguyen as
collaborator with Write access to these repos (not a core maintainer!):

* ckan/ckan: he has volunteered to cleanup old issues and PRs
* ckan/ideas-and-roadmap: he will create  a Github project with the CKAN
3.0 roadmap items

Kevin works at Viderum and has been leading the CKAN 3.0 roadmap effort, so
I believe most of you already know him.
