[ckan-committers] SG members in GitHub org

Hi all,
Just to keep a record of this, I've been asked by Paul to add SG members to
the Github org as owners. Joel, Paul, Steven and Rufus you are now owners.

The current full list of owners is:

Ian
Tyler
David
Konstantin
Sergey
Joel
Rufus
Steven
Paul

All other users are just members.
