A couple of thoughts...

Maybe it is a working directory problem? Some paster commands will
want to be run from the ckan or ckanext directory or else be passed a
--plugin=ckan or --plugin=ckanext argument (before create, serve
etc). Also have you run "python setup.py install/develop" in the
relevant base package directory so that paster can find the
entrypoints?
