Note quite sure what you mean. datapkg is open source and available here:

You'll need to either download the software (download link) or
checkout the repo using git. If you then want to use datapkg to
download things from a CKAN instance such as http://thedatahub.org/
just follow the tutorial:

<http://packages.python.org/datapkg/>
