[ckan-dev] paster db upgrade resets authz?

Hi David,

thanks for fixing the resource issue, the HRI staging site is now live
again. It does, however, occur to me that apparently the authorization
system is now being reset by db upgrade (i.e. HRI staging was in
lock-down mode before and is back to wiki now). Is this an intended
behavior or an unwanted side-effect to the recent bug fix?
