[ckan-dev] millions of call_timing files

I believe the intent of this feature was to demonstrate to
HMG that requests were being responded to in a timely manner.
Obviously it could be done in a better way (rrdtool actually
is probably more appropriate and is designed for exactly this
type of thing).
I'll take on this ticket, try to move the functionality to
a plugin and make it use rrdtool.
