[ckan-dev] buildbot addition

As mentioned in today's stand-up meeting, I've added a new build to
buildbot: "ckanext-dgu-release" which runs the DGU tests using exact
versions of the packages specified in ckanext-dgu/requires/ that will
be packaged up into a debian file by James' BuildKit.
