[ckan-dev] Setting tags via API or manually is failing

See below but I think this is because there is a bug and it thinks
that this is a no-op because this tag was previously associated.

I have just investigated and believe I have identified the issue which
seems to be with re-adding tags that have been previously deleted.

So I think this is a bug (I'll need to do some more testing to be
sure) and relates to re-adding tags that were previously deleted.
