[ckan-dev] Harvester Entry Points

Hi Adria,

I'm just looking into the harvester code and have noticed that
harvesters register themselves as a [ckan.plugins] entry point and
thus need to be enabled individually in the CKAN config. What do you
think about introducing a second entry point group called
[ckan.harvesters] and loading all available harvesters automatically
from there? It seems easier that way and we can still blacklist if
necessary.
