I've updated the wiki page to make it more clear (it was there, but it

That's the crucial point that has not been yet defined. Right now, the
only project that uses the geographic extent inserts the records
directly in the extents table during a harvesting process, so there is
nothing defined at the package creation form level. This issue was
mentioned, among other location topics,  in this thread:

But looks like no agreement has been made yet.
