[ckan-dev] Switch to English doesn't work with default being Czech

Hi, David,

thanx for help. Unfortunately now it seems, that the CKAN ignores the 
ckan.locale option and stays in english. I switched back to lang=cs so we have 
working czech, which has higher priority than switching to english.
