[ckan-dev] Allow tagcloud on Czech CKAN

Ondrej,

It looks like the controller was recently 'tidied up' losing a line vital
for this recipe. I've fixed this in time for the 1.5 release:

and
the tags now appear at cz.ckan.net. There is still a small javascript issue.
If you can debug that, it would be most useful.
