[ckan-dev] Pull request for 1.8

Hi Adria,

We're getting one or two error emails from the datahub, and so as it appears they are so common that they need fixing for 1.8.   This is the first and fixes a problem when asking for the group atom feed (and passing a page of 0 in query params).
