[ckan-dev] opendata best practices

Hi,

In an effort to help opendata producers to publish qualified datasets we 
have published a set of 72 "good practices" established with the opendata 
community. 
They are divided in 12 sections and 3 levels of conformity
It is available in French and English under CC-BY-SA licence: 
http://checklists.opquast.com/en/opendata
In the version 2 of this document we will add technical solutions and 
control means for each of them.
Currently CKAN allows for an opendata community to reach a high level of 
conformity and we will try to combine the kind of information provided by 
the QA extension with some automatic control tasks in order to "certify" 
CKAN as an excellent solution for data producers. 
We would for exemple like to have a conformity level for each metadata's 
dataset page displayed on the page, encouraging data producers to provide 
suffisient metadata for their information.
Also, on the front page of a ckan portal, we could have a certification 
flag pointing to the list of good practices implemented by this given 
portal.
If someone in the CKAN community is interested by contributing to such an 
extension, feel free to contact me :)

Currently 11 french opendata portals have acccepted to review their portal 
against this checklist and to publish the results of this review. It is
