[ckan-dev] french translation 1.8

I've downloaded the 100% French translation into CKAN 1.8 and I didn't
find any problems (I mean the kind of problems that would cause CKAN's
string formatting to crash, I can't speak French). I'll send out a
notification once thedatahub.org has been updated with the new
translations so people can test them before we declare the release final
