[ckan-dev] Groups page laid as 3x7 grid but lacks complete elements

Hello,

Currently, groups index page paginates quite strangely. I have read the 
sources that the number of groups per page is 20, but the grid for the 
index page is 3x7, which adds up as 21, is it possible for you to fix 
the pagination?
