[ckan-dev] making routing.py less dense

Hi,

I've written a patch in to reduce the density of text in routing.py it uses
the SubMapper to predefine controllers etc.  Unfortunately there is a bug
in routes 1.11 so I've had to add the fixed class till we upgrade.
