[ckan-dev] #1792 api/wui common code paths - Please read

Hi,

I've just merged the first part of this into master it makes the package
logic use common code paths in logic.action..

*Note: you need to run the main setup.py file again* as I have had to add a
plugin to get some the tests working (tag_vocab)

so don't forget

python setup.py develop
or you will hit a plugin not found error when running the tests
