[ckan-dev] move functionality from controllers into helper functions

Hi,

Following on from moving follower functionality out of the
dataset/user/related controllers into helper functions, I'd like to start
moving some other functionality eg activity streams so that controllers
only do the work they really need to do and other unrelated work can be
done by the templates (via helper functions).

To enable this I think we need to you wrapper functions decorated as
properties.  After a bit of searching I've worked out how to get this
working in genshi (jinja behaves as it should)
I've put a demo patch here for comment
