[ckan-dev] CKAN add dataset - phases vs bulk

The demo ckan site will add datasets in a staged process

1) create basic dataset
2) add resources
3) add extra info

Question:
Do we want to make this a staged process in the future for **all** ckan
instances or do we want it to be optional and keep the adding all in one go
too?

For now it we need to be able to handle both but it would be good to know
what we will be doing in the long run
