[ckan-dev] package state and admin rights

hi,

in the demo theme we do a staged add dataset so we  don't want it published
in the index till it is completed

kindly suggested setting state = 'draft' to do this, however only admins
can change state so this currently just gets converted to active by the
validation for a normal user so we need a way to say actually in this case
do as i say - seems like this should be done via the context any ideas

@kindly do you want to look at this?
