[ckan-dev] CKAN add dataset - phases vs bulk

I would definitely like to maintain the ability to push all fields in
one go, otherwise it would make the workflow much less flexible for
extensions implementing custom forms. Staged inputs won't be the best
option in some cases, or maybe someone will need a different number
stages, etc.
Having said that, I think it's a great addition for thedatahub / citydata
