[ckan-dev] Changelog box hidden behind resource details

On the 'add/edit resource' page, the box for the changelog reason is
hidden behind the drop-down gizmo for the resource that's being/been
edited. Screenshot attached. Of course, you can click 'new resource'
and then put your text in the box, but it would be better not to hide
it in the first place. (Also, clicking 'new resource' might lead the
nervous to fear that their changes to the old resource were being
discarded.)
