[ckan-dev] dpm setup.py hook

I think you can add keywords to setup.py like this
http://peak.telecommunity.com/DevCenter/setuptools#adding-setup-arguments
but there is probably overlap with pkg_resources as well.  I might try
and hack together a proof of concept if I get a few minutes.
