[ckan-dev] restrict template vars - true by default

Hi,

Just to say that I've changed the default for ckan.restrict_template_vars
to true in master ready for the 1.8 release.

This means that a limited set of helper functions is available and `c` has
been deprecated from some helpers

The old functionality can be retained by setting
ckan.restrict_template_vars = false
in you .ini file
