[ckan-dev] helper functions

Hi,

just a quick note about the helper functions

a) if adding new ones then make sure they are added to
__allowed_functions__ so everyone can see them

b) remember we can add them via extensions using ITemplateHelpers if they
are not a core need (we can move them into core later if needed)

c) please don't remove parameters from functions signatures without a
fallback in case there are users of that parameter
