[ckan-dev] extension ordering

Hi,

I'm looking at the extensions documentation.  One thing That strikes me as
odd is the ordering of the extensions
http://readthedocs.org/docs/ckan/en/latest/writing-extensions.html#ordering-of-extensions.
 I'd like us to always run the plugins in the same order (system
plugins
then order specified by .ini file).

I've done a quick patch that does this does anyone have any objection?
