Hi Mark,

Ownership of datasets has come up recently and is pretty key in
some features we want to implement for the datahub and also in
data suite. I think the person who creates the dataset on CKAN
should automatically be set to the owner, unless they choose to 
transfer ownership later on - depending on what we come up with 
for the user stories.

I'd add a ticket anyway, but I think continued discussion will help us 
validate the user stories.
