[ckan-dev] DataHub 'contact' link

The DataHub has a 'contact us' button which simply goes to
<ckan.org/contact>. This leads to confusion as we are getting an
increasing number of e-mails to info at ckan asking about content on the
DataHub, which in general is nothing to do with us.

It would be much better if the 'contact' link went to a page like
datahub.io/contact - which had a big disclaimer pointing out that the
OKF is not responsible for content on the site but can only answer
questions about problems using the software etc.
