[ckan-dev] Moving organization

I've just looked at the user stories etc for orgs and groups. One
vital thing that seems to be missing (though perhaps this is already
being dealt with?) is a method for moving a dataset from one org to
another. This is likely to be wanted in various situations - e.g. (on
a community instance) I create some datasets in the 'default' org but
later realise I want them in a new org that I create, or (on an
official instance) responsibility for some area of government is
shifted from one department to another, and all the datasets
maintained under it have to be moved.

The restriction that each dataset must belong to exactly one org makes
this a bit tricky, especially if the orgs are different departments
and have no members in common - it would seem to require two different
users to authenticate the change.
