[ckan-dev] "awaiting review" label on github issues

Can I delete this? There is only one issue labelled with it, and we're
not using this label we just use the pull requests tab. You can't
actually label pull requests so a label can't be used for this purpose
(I know we've agreed to attach code to issues instead of making pure
pull requests, but this doesn't work in all cases sometimes there will
still be pure pull requests)

I suppose if we really wanted to use a label for this, then if you had a
pure pull request and wanted it reviewed and merged you could make a new
issue saying "review and merge this pr" and then label the issue.
