The French government data catalogue has a prominent filter by mot clé:

http://www.data.gouv.fr/content/search?Type=data

Here's the new Spanish one, where the first thing it offers is the
option to filtrar por categoría:

http://datos.gob.es/datos/?q=catalogo&title=

I'm sure I've seen other similar examples, but there's to be getting along with.
