[ckan-dev] "Upload a file" option is gone

After we installed ckan on our server, we only have two options to add
resources when creating a new dataset: "Link to a file" and "Link to an
API". The "Upload a file" option is not even there.
Someone had this problem before?
Anyone knows why?
