[ckan-dev] Docs issues fixed

Hi,

Both the API reference and the search are working again on docs.ckan.org

eg http://docs.ckan.org/en/latest/search.html?q=organization_update

The search stuff was a pain to debug, and it was caused by,
1. Us changing the sphinx requirement
2. A bug on RTD [1]

Please, be really careful when doing 1, as the multiple minor issues
we have found since the last change in the requirements file
demonstrate.
