It might be that the user guide does not reflect how CKAN is functioning, but from a user perspective the guide is how it should function so its not wrong as such - just the reality and the intent are out of sync.  I guess the quick fix to avoid confusion is to note in the guide that this (what guide currently says) is what is planned but that actually this is what the state is at moment...

It's also possible that there may be errors in the user guide, which would be helpful to know so that I can correct them.

It would be good if it could be added to the docs rather than sit on the wiki as at present, so that it will get versioned with the software.
